DESIGN HSE ENGINEER/ TECHNICAL SAFETY ENGINEER

Responsibilities

  1. Leadership and Collaboration

    • Act as a Design HSE Engineer, taking on a lead or senior role when required.
    • Coordinate with third-party consultants and clients to oversee Design HSE Studies, Loss Prevention Studies, and Fire Protection Engineering Design.
    • Review deliverables for quality and ensure timely project execution.
  2. HSE and Safety Studies

    • Conduct and oversee various Design HSE Studies, including but not limited to:
      • HAZID (Hazard Identification)
      • HAZOP (Hazard and Operability Study)
      • IPF (Instrumented Protective Function)
      • QRA (Quantitative Risk Assessment)
      • Fire Safety Analysis Reports (FSAR)
      • Gas Dispersion Studies, Human Factor Engineering, and F&G Mapping.
  3. Documentation and Deliverables

    • Develop and manage essential project documents, such as:
      • Design HSE Plans and Schedules.
      • Fire Protection System Design Basis, Hydraulic Calculations, and Fire Detection Layouts.
      • Cause-and-Effect Diagrams for fire and gas detection.
    • Prepare reports and close-out documents in compliance with client and ITB (Invitation to Bid) requirements.
  4. Fire Safety Design and Compliance

    • Prepare Fire Safety Design Philosophy and relevant documentation.
    • Handle BOMBA submissions, approvals, and site testing (e.g., FSDP and functional inspections).
    • Support installation, pre-commissioning, and commissioning activities related to fire safety systems.
  5. Proposal Support

    • Contribute to technical write-ups for proposals, ensuring comprehensive and compelling content.
    • Provide cost and man-hour estimations for proposals.
  6. Cross-functional Support

    • Collaborate with multi-disciplinary teams to ensure seamless integration of HSE elements with other engineering disciplines (e.g., Chemical, Instrument, Electrical, Mechanical, Piping Design, and Civil).

Requirements

  1. Educational Background

    • Degree in Chemical or Mechanical Engineering from a recognized university.
    • Additional qualifications in Fire Safety Engineering are advantageous.
  2. Experience

    • Over 6 years of engineering design experience in HSE studies for onshore petrochemical plants, oil & gas refineries, and/or offshore facilities.
    • Hands-on experience with Fire Protection System and Fire & Gas Detection System Engineering Design is a plus.
  3. Technical Skills

    • Familiarity with specialized software like:
      • Sound Plan, DNV PHAST/Safeti, and Pipenet (added advantage).
    • Competent in AutoCAD for design-related tasks.
  4. Soft Skills

    • Strong interpersonal, communication, and presentation abilities.
    • Proficiency in report writing and technical documentation.
    • Demonstrated ability to work collaboratively in a team environment.
  5. Additional Qualifications and Traits

    • Willingness to travel for commissioning and BOMBA inspections.
    • Positive working attitude with a readiness to gain cross-disciplinary knowledge.
    • Proficiency in standard office software such as MS Word, Excel, PowerPoint, and Project.
